What’s on the Agenda for Today’s Castleisland / Corca Dhuibhne District Meeting

The next meeting of the members of the Municipal District of Castleisland / Corca Dhuibhne will be held today Thursday, November 19th at 10am via MS Teams to consider the under mentioned items.

Notices of Motion

1. Cllr. Michael O’Shea: To ask Kerry County Council to put in place a part-time Caretaker ie. an outdoor Kerry County Council General Operative Employee to manage the opening and closing of

playgrounds, particularly those that are adjacent or in close proximity to residential dwellings.

2. Cllr. Breandán Fitzgerald: That Castleisland & Corca Dhuibhne MD ask the Minister for Agriculture, Food and the Marine and the Minister for Housing, Local Government and Heritage who have responsibility for our Fisheries to create a Fisheries Management Plan for the South West and that this plan be developed with the Fishermen of the South West.

3. Cllr. Breandán Fitzgerald: That Castleisland & Corca Dhuibhne MD call on the Government to support and help all those impacted by the disappearance of Fungie the Dolphin and to provide a fitting legacy for Fungie in Dingle to ensure that his story continues.

4.Cllr. Breandán Fitzgerald: That Castleisland & Corca Dhuibhne MD support all Community Groups looking to provide Christmas Lighting in their Towns this year.

5. Cllr. Jackie Healy-Rae: That Management of this Municipal District would give a detailed presentation to its Members on its Plan for the Glounsharoon Viewing Point and a detailed breakdown of the costs involved in this work being carried out.

Questions

1. Cllr. Fionnán Fitzgerald: Is there any funding stream available for the repair of The Castle at Castleisland as it is in need of same for safety reasons and also to encourage tourists to visit it in the future.

2. Cllr. Fionnán Fitzgerald: Can Kerry County Council contact both Tureencahill Community Centre and Kielduff Community Centre as they are to be HUBS providing broadband for members of local communities who may wish to avail of the services?

3. Cllr. Jackie Healy-Rae: What Marketing Plans have Kerry County Council got to attract people to Castleisland as a superb location for remote working given its strategic location within the county.

3. Water, Environment, Fire and Library Services Directorate

(a) To note update report from Water, Environment, Fire and Library Services Directorate.

1. Cllr. Jackie Healy-Rae: That Kerry County Council would seek urgent funding from Irish Water to replace the lead water pipes in Desmonds Avenue, Castleisland, the water has been brown for a number of weeks now and particularly affecting those living at the back of the avenue. This cannot be allowed continue.

2. Cllr. Charlie Farrelly: | am calling on Kerry County Council to contact Irish Water and request them to remove an inspection manhole situated in a lawn at [Details with Directorate]. This is creating a huge health hazard for the family who live there and want it removed because of the terrible smell.

(c) Questions

4. Cllr. Charlie Farrelly: Asking Kerry County Council is there any update regarding the clean-up of rubbish at the back of the business premises in Castleisland which runs adjacent to the mart. This is attracting lots of vermin.

4. Housing

1. Cllr. Séamus Cosai Fitzgerald: An ndéanfaidh an Comhairle fios ar an gearran ata aige duine maidir leis an glor ata ag teacht on tigh béaldorais aige Ard na Si, Liospdil?

2. Cllr. Séamus Cosai Fitzgerald: Has Kerry County Council any plans to provide social houses in Dingle Town in the immediate future?

3. Cllr. Michael O’Shea: That the Housing Department would address to accommodate persons and families waiting for 2 bed accommodation within the new social housing development that is to commence very shortly in Ard Na Gréine Estate, Milltown.

4. Cllr. Breandán Fitzgerald: That Castleisland & Corca Dhuibhne MD ask the Minister for Housing to raise the income threshold for those seeking Social Housing.

5. Cllr. Jackie Healy-Rae: How many grant applications made by Local Authority tenants are currently awaiting funding under and please provide a breakdown under each heading, Housing Aid for Older People Grant, Mobility Aids Grants and Disabled Person Grants, can a breakdown be provided per MD and a breakdown of the years in which the grant was originally approved.

(c) Questions

1. Cllr. Michael O’Shea: To ask the Housing Director to address the ongoing problems that Council Tenants are experiencing with heating, plumbing and leaks; to date the council response has been that these faults /defects are the sole responsibility of the house owner in accordance with the Tenant’s manual.

5. Roads, Transportation & Marine Directorate

To note update report from Roads, Transportation & Marine Directorate

1. Cllr. Bobby O’Connell: What progress has been made in relation to traffic management and safety measures in the vicinity of College Road, Castleisland.

2. Cllr. Séamus Cosai Fitzgerald: That Kerry County Council construct a footpath and install traffic calming measures in Ventry village.

3. Cllr. Séamus Cosai Fitzgerald: That Kerry County Council erect directional signs for Ballinacourty Burial Ground and ” Cattle Crossing Signs ” on the N86 at [Details with Directorate]

4. Cllr. Séamus Cosai Fitzgerald: An ndéanfaidh an Comhairle fiosrt: maidir leis na piopai uisce ata tar éis blocail i gCill Chuala, Baile na nGall?

5. Cllr. Michael O’Shea: That Kerry County Council carry out road repairs between Foil Cross, Camp and Cappaclough, Camp.

6. Cllr. Michael O’Shea: To ask Kerry County Council to assist Lispole GAA with the proposed development works – removal of fence adjacent to the GAA pitch on the L1298 and to provide signage for the GAA pitch, the Primary School and the Community Hall where same service road

joins the N86.

7. Cllr. Michael O’Shea: That Kerry County Council will provide toilet facilities near or beside Minard Castle to accommodate people on staycations, walkers on the Kerry Way and those frequenting Minard Strand.

8. Cllr. Breandán Fitzgerald: That Castleisland & Corca Dhuibhne MD connect Cloghane NS to Cloghane Village with a footpath and put in place speed reduction and traffic calming measures by Cloghane NS before an accident takes place.

9. Cllr. Jackie Healy-Rae: That a Speed Survey be carried out at Curranes National School, with a view fo introducing traffic calming measures, a number of parents have brought the excessive speed there to my attention.

10. Cllr. Jackie Healy-Rae: That Kerry County Council would install a number of bins along the Riverwalk in Castleisland, particularly around the area where there is seating, a lot of littering has taken place as of late.

11.Cllr. Charlie Farrelly: I am asking Kerry County Council to urgently repair a small section of footpath along the L2037 outside Garvey’s SuperValu, Castleisland which has been badly damaged due to trucks parking on the footpath and is now extremely dangerous.

12.Cllr. Charlie Farrelly: I am requesting Kerry County Council to give urgent attention to the junction of the R577 Tralee Road and Riverside Drive where the hedging and trees are overgrown, and the Stop Sign is barely visible. Visibility to the left when exiting is extremely bad.

13.Cllr. Charlie Farrelly: I am calling on Kerry County Council to repair the broken flashing light and provide road markings either side at Loughfouder National School, Knocknagoshel, on the L2027. This request is a result of a visit from Green Schools Advisor Ms. Angela Wall who pointed out these major deficiencies at the school.

14.Cllr. Charlie Farrelly: I am calling on Kerry County Council to carry out remedial works on the roadside at Ballybeg Cross, Currow L3007-20 where a large pool of water lies on the roadside. This is a huge health and safety issue with the school children who cycle to school as when they are trying to avoid the water have to cycle out towards the middle of the road.

15.Cllr. Fionnán Fitzgerald: To call on the TII to publish its plans to increase safety measures along the N21 most notably at Glounsharoon and at the turn to Meéenleitrim.

Representatives of Kerry County Council met with the TIl earlier in the year and plans should be well in hand at this stage. When these plans are announced what are the possibilities of the Glounsharoon viewing point be upgraded at the same time as safety measures being installed along the N21 Route as it would be an ideal time for if to be done.

16.Cllr. Fionnán Fitzgerald: That Castleisland & Corca Dhuibhne MD provide further drainage at Kilbannivane Graveyard in order to stop graves being immersed in water, which is very distressing for family, relatives and loved ones. This is ever more urgent these days with reduced numbers being allowed to attend funerals and outdoor gatherings.

17.Cllr. Fionnán Fitzgerald: That a stop sign be erected at the junction known as Ballydwyer West Cross where the L-2022-0 and the L-6544-17 intersect.

(c) Questions

1. Cllr. Séamus Cosai Fitzgerald: Can Kerry County Council construct a footpath in the Kinard, Lispole burial ground?

2. Cllr. Séamus Cosai Fitzgerald: Can Kerry County Council liaise with the property officer in Udaras na Gaeltachta to address the parking issue at the entrance to Ceardlann na Coille, in Dingle?

3. Cllr. Séamus Cosai Fitzgerald: An feéidir le Comhairle Contae Chiarrai cigearacht a dheanamh ar an droichead i mBaile Bhoithin, i mBaile an Fheirtéaraigh le suil stop a chur leis an uisce a bheith ag teacht amach ar an mbothar?

4. Cllr. Séamus Cosai Fitzgerald: Any progress or update on the commitment by the Council to introduce traffic calming measures at the Wood, Dingle?

5. Cllr. Michael O’Shea: To ask both Kerry County Council and the Til when the Lighting Programme between Lower Bridge Street, Milltown and the George McAuliffe Roundabout and the Graveyard on the new Kilderry N70 will commence.

6. Cllr. Breandán Fitzgerald: Can bollards be placed strategically in Marian Park to prevent cars from parking and blocking access to Marian Park as several residents are very concerned that Emergency Vehicles will be blocked from gaining access to people’s homes in Marian Park?

7. Cllr. Breandán Fitzgerald: Can a management plan be put in place for the management and maintenance of the river at Baile Eanaigh / An Riasc with the residents along the river and Inland Fisheries to ensure that it doesn’t get overgrown and blocked?

8. Cllr. Breandán Fitzgerald: When will proper and adequate signage be put in place coming into Dingle Town showing the new layout of the roads etc. and the route options available to people driving?

9. Cllr. Jackie Healy-Rae: When will the findings from the speed survey conducted at Gneeveguilla National School be acted upon?

10. Cllr. Jackie Healy-Rae: Can an alternative system be put in place at the traffic light junction of Limerick Road turning onto Main Street.

Sometimes cars pull too far forward, and the light does not recognise the car is standing there and therefore takes a very long time to change colour. This results in cars behind being held up also

for an unnecessary period of time.

11.Cllr. Charlie Farrelly: I am asking Kerry County Council for an update on their investigation into the ownership of a plot of ground which was [Details with Directorate] at the top of the town in Castleisland, where Japanese Knotweed has grown wild up to 8 or 9 ft high and is now beginning to invade two local private properties.

12.Cllr. Charlie Farrelly: As a follow up on previous motion over the past year, has Kerry County Council costed the provision of a footpath from Farranfore Village to the Medical Center on the Killorglin Road, R561 or has an application been submitted for funding as was announced in the Stimulus Package.

13.Cllr. Charlie Farrelly: I am asking Kerry County Council is there any update on the safety measures as a result of a meeting with the TI in Dublin regarding the N21.

14.Cllr. Charlie Farrelly: Asking Kerry County Council is there any update on traffic calming measures on the L2032 adjacent to Tobair Na Bfhionn Cemetery in Cordal.

15. Cllr. Fionnán Fitzgerald: What is the update on the transfer of the L-2023-Q from the Tralee MD to the Castleisland & Corca Dhuibhne Municipal District?

16.Cllr. Fionnán Fitzgerald: Can the concrete fence from Tullig to the town which has been damaged be repaired?

17.Cllr. Fionnán Fitzgerald: Can the cavity at the side of the Road L-7004-0 at Currans [near the Church and T-junction] which has formed be repaired as it has the potential to cause a huge accident.

18.Cllr. Jackie Healy-Rae : That Kerry County Council would carry out a speed survey at Anablaha National School, Kilcummin, to indicate what speed calming measures may be suitable in the area of this rural school. The Board of Management have asked for this matter to be given attention as it is becoming an ongoing issue.

6. Motions / Questions relevant to other Directorates or Issues not relevant to Kerry County Council Business {a) Notices of Motion

1. Cllr. Jackie Healy-Rae: Will Kerry County Council look to introducing live streaming of meetings now that many meetings will be held online under the new regulations signed in by the Government, it is important that the public can still access what is still a public meeting.

2. Cllr. Fionnán Fitzgerald: Under Level 5 Restrictions Learner Drivers who are not providing essential services have had the dates for their driving tests put back, or at least they are encouraged to have them put back.

I am calling on Kerry County Council to write to the RSA to make every effort to provide reasonable dates for these people and not have them waiting months before taking the Driving Test.

3. Cllr. Fionnán Fitzgerald: That Castleisland & Corca Dhuibhne MD call on the Minister for Transport & The Government to keep to the fore the Public service Obligation when dealing with issues relating to Farranfore Airport.

(b) Any Other Business

1. To consider the reception of the following Deputation: (a) Deputation from Comharchumann Forbartha an Leith-Tridigh Teo in the development of Clochain — Bréanainn. Requested by Cllr. Breandán Fitzgerald.

Correspondence

Email from the Office of Minister for Climate Action, Communications Networks & Transport relating to the following resolution: “That Kerry County Council and this MD would write to the Minister for Transport in relation to a compensation package for our regional airports, specifically Kerry Airport, to ensure its survival throughout this very difficult time.

Kerry Airport has been and will be an integral part of our transport infrastructure in Kerry and will be vital in the future economic growth of our County. “

2. Letter from Ms. Deborah Harrington, Acting- Interim Head of Disability Services, Cork — Community Healthcare, in response to the members passing a resolution requesting that the “HSE open the Saint John of God Centre in Market Place, Killorglin with immediate effect.”
